The only one I know about 2 hours is Wrightsville. Most others are 3 hours away (a few at 2.5) 
I think it’s just the overall disappointment in what happened (so far). Could have kept them and tried to update them to have SOMETHING until they proceeded with the demolition. Granted it might be hard to get someone in knowing they’d be kicked out at some point. I agree there have been a lot of nice things still being built.

I suspect that they wanted to only pay taxes on the land and not the buildings.
