[Next Tuesday](http://go.boarddocs.com/nc/raleigh/Board.nsf/goto?open&id=BYPK4W4FDE8C), City Council will talk about asking the Planning Commission to review the Capital Blvd. North corridor study. Take a look at the city’s [StoryMap](https://storymaps.arcgis.com/stories/8fa60a563b1c4dc5a0be9e20929b3b48) or these posts in the [“future of transit”](https://community.dtraleigh.com/t/the-future-of-transit-in-raleigh/485/606) and [BRT](https://community.dtraleigh.com/t/bus-rapid-transit-in-raleigh/20/845) if you forgot what this awesome proposal is about.

City staff recently found that the road upgrade will probably **cost around $900 million**. They’d ask for funding from NCDOT through [a competitive program](https://connect.ncdot.gov/projects/planning/pages/prioritizationresources.aspx). Even if this project wins funding, money may not come until 2026 at the earliest since the application process is put on hold due to Covid-related cost uncertainty. _Assuming this happens_, this project is **likely to be split into 2 or 3 phases** , and **start construction around 2031**.

Unless City Council pulls something unexpected, **city staffers are hoping to host “ask-a-planner” virtual meetings on Oct. 21 and 23** about this project. It might be helpful to keep an eye out for that if you want to tell planners how you feel about this.

Here’s an example of what they’re proposing for the “Mini City” development block:

> > [@City slide deck - slides 13 to 15 and 34](#):
> >
> > ### Community Development Risks
> >
> > - Construction of multi-way boulevard will disrupt business activity
> > - Price of commercial space in new developments may displace small businesses without support for relocation
> > - New development may lead to higher housing costs and displace existing residents
> >
> > ### Community Investment Proposals
> >
> > - Consider providing grants for small, local businesses specifically for construction/redevelopment impacts
> > - Support creation of a local business alliance and small business incubator
> > - Encourage neighborhood participation in public art, community improvement grants, and other cultural activities
> > - Recommend affordable housing in new development
> >
> > ## Community Development Timing
> >
> > - Can reasonably expect that new development and transportation projects will disproportionately impact low-income households and small businesses
> > - Policies supporting rezoning for taller development should be delayed until other measures, like business support resources, are in place
> > - The community investments should be implemented and have time to start creating positive impacts before transportation projects and development policies move forward
> >
> > ### Proposed Land Use and Height
> >
> > - Heights mostly the same or lower than existing Comprehensive Plan recommendations
> > - Increased height recommended around Highwoods/Westinghouse
> > - Goal is to focus most density near envisioned BRT stops and transition to lower intensity near neighborhoods
> > - Tallest heights should not be granted until community investments occur
