Well, in fairness, it will likely be at least five years before BRT makes its way past the property. If the buses are successful I’d expect the owners to be much more interested in redevelopment then as opposed to now, when building a transit-oriented development (hopefully) wouldn’t connect to any enhanced rapid transit.
Redevelopment planning was started on the KMart site prior to the I440 widening project. Those improvements have a huge impact on the project, from ROW dedication, to construction timeline and impact on development scheduling. Then you had the BRT plan, which is a fairly recent development.
I don’t think the owner is in any real hurry to put a plan out there.
Yeah, I wasn’t really surprised, and I think the approach the owner is taking makes perfect sense from their perspective, even if the upshot is that you’re going to have a vast, underutilized sea of asphalt for many years.
But with BRT coming along this site, hopefully the end result with be a re-purposing that is well worth the wait.

I haven’t heard any updates on the property, unfortunately. It sounds like the owners are going to sit on it for a while, probably until the plans for BRT in the Western Blvd. corridor are a little further along. I wouldn’t expect to hear any plans for a while.
Hopefully they will include the Westgrove Towers and the Blue Ridge CInemas with the KMart parcel to make this a truly significant project. Everything is so old and outdated on all of these parcels.

Westgrove Tower is a whole lotta affordable housing. Go ahead and redevelop the grounds and the parking lots - but seems to me it would be an awful waste to tear down the tower itself.
Westgrove Tower looks like a 243 unit condo building with 167 Units owned by Westgrove Tower, LLC.
I think it will be many years before any meaningful redevelopment happens with that parcel.

It doesn’t need to be torn down, but a major reno would be desirable as the building looks like crap. And they could make better use of the rest of the parcel which is currently parking lots.

It depends on how you define affordable housing. Affordable housing is not necessarily the same thing as public housing. Some cities have several layers of definition from public housing, affordable housing to workforce housing, etc.
It’s small-a affordable. Market rate but inexpensive relative to others. 2br @ $830/mo, 1br @ $730/mo, studio @ $650/mo. That’s today- in 2019.
Of course, like everywhere, it needs ongoing maintenance but it would be unfortunate for it to get pushed upscale too much.
I agree that better use of the rest of its lot would be fantastic.

TBJ reports that Blue Ridge Cinema (closed for covid) has been sold to Shelton McNally from Atlanta. Raleigh’s Western BRT storymap mentions something about an apartment plan for the site. FWIW, the area is a federal Opportunity Zone.
The company’s portfolio includes several new ground-up apartments.

Word on the city-data forum is that a 67ksf Harris Teeter and 50ksf “future retail” is proposed at the K-Mart site.
No apparent plans for any mixed use at all.
Epic disappointment. Harris Teeter has one good store (North Hills East) but otherwise, in the triangle at least, they are excellent at dropping giant big box grocery store turds in really prime locations (see example: the new Teeter across from CTC)
The city needs to go ahead and offer a 20 story rezoning to get them to do something better than this crap.
