No, but it is a section of a previously culverted creek.

Bingo, actually between Lane and Oakwood and also known as Grassy Branch.
Not sure where, but the year is 2007/8 (given there is a crane at the PNC building).
Good enough. It was taken at 209 Seawell at that time. You can see the Cooke Street greenway in the middle and PNC being finished in the top.
This building faces Hillsborough St, but this is the back side on W Edenton. Across from where that needs dog park/bar will be. I think.
