Pretty sure I used to read the annual list in the paper and there’d be a dozen or so ‘doughnut hole’ annexations. I’d look up the addresses out of curiosity to see where they were. That particular memory being probably mid-late 90s.

Sure those doughnuts holes annexations are still happening today, but they were all voluntary annexations except for a relatively rare exception.

Gotcha. I forget the criteria for doing a forced annexation but think the parcel had to be 100% surrounded by municipal limits aka doughnut hole, as the primary criteria.

The parcel had to be touching the city limits, I think. I remember that when the city annexed Briar Creek, they had to annex Umstead Park also
And then somehow because the airport is a special jurisdiction, the city could then jump over and take Briar Creek.
Of course, after writing this, Briar Creek was not a forced annexation and I have proven nothing. C’est la vie.

Similarly, Wakefield avoided being annexed by Wake Forest when Raleigh built a sewer line across the river to a parcel adjacent to Wakefield thereby allowing them annex it in the night out from under Wake Forest. Back then Raleigh was stull south of Durant road.

I was of the understanding that Wake Forest didn’t have the amount of water and resources necessary so they could not handle a project the size of Wakefield and that was how Raleigh ended up with it. Anybody else hear that?
If Raleigh forced annexation when that was allowed, couldn’t have the city annexed the entire ETJ?

If this is a true story, then it’s really telling how much the city wanted Brier Creek’s tax base. If everyone remembers, Brier Creek was supposed to be the site of a huge new mall that got shelved because TTC and Southpoint beat them to the punch.
Well in 2005 Fayetteville in what was called the Big Bang forcibly annexed 40,000 people into its city limits. Raleigh definitely could have forcibly annexed pretty much whatever they wanted to prior to the law changing.
So, had Raleigh done that, the city would be over 200 square miles and probably pushing 600,000? Do you know the population of the entire ETJ?
Depends on exactly when you mean as they have extended their ETJ several times since I have been here. They extended it about 6000 acres around 10 or 12 years ago. And no I don’t know what the population would be. Probably not too much as they are mostly large lot subdivisions.
By law they have provide something like 5 of a list of 7 services (my numbers are off but something like that) and doing so is usually cost prohibitive until things get denser.
Actually, I don’t think annexation will make the city get denser; it will only increase the population.
I’m saying cities don’t seek to annex areas that are not at least a certain density in order to keep cost of services in line.
Oh, okay. gotcha…unless of course it’s a nearly 9 square mile state park. LOL

Thanks. It’s a systems approach to a degree. With any economy, it’s as vital as any living organism. Transportation is one part of it. But, the hospitality industry goes hand and glove with transport. Those non-resident individuals arriving to Raleigh need a place to stay. So, I thought to take a deeper look at it.
