They have to dig a big hole first for the underground parking. That will take a while.
They’ve been drilling for foundations too, right?
I can’t tell if the have a foundation permit or not. They do have a permit for the foundation for what they are calling Tower Crane #1. But, they have grading permits and a delayed permit for shoring. The overall building permit is still in review.
Any drill rigs that might have been spotted could be geotechnical soil boring tests to determine soil bearing strength for final foundation design.
Based on this, it doesn’t look like parking is going below grade.
This looks to be the same spot on the plans referencing existing conditions where 15” reinforced concrete pipe is underground. See the ASR (page 81) which I highlighted in yellow, it lines up with what i highlighted in pink on the photo . The manhole cover is directly south of that little “gap” between the reinforced steel beams that have been driven into the ground and have horizontal beams bracing. They have 3 floors of underground parking to dig out.
They’d have to COMPLETELY redesign the entire hotel if they scrapped underground parking. the 275-ish parking spots have to go SOMEWHERE. they’d make it a taller building pedestal if so, but I don’t see any indication they’ve redesigned the hotel. They have to remove all the obstacles underground (things like connections to drainage and water supplies ) before they can start digging.
The ramp is to go down underground just to the left of this reinforcement area and curve around to the right, parallel to Lenoir. The floors immediately above street level are completely full of back-of-house space, restaurants, meeting rooms. There’s no room for parking up there, especially not almost 300 spaces, unless everything was completely redesigned, which would mean a construction delay. So it’s definitely going to be underground still, count on it.
By the way, the final height of the hotel is shown all over the renderings, it’s a bit shorter than some of the guesses in this thread. Listed as 344’ on all the elevations starting on page 107 of the ASR, which I don’t think I saw that noted in this topic discussion so far. FNB Tower is 358’ according to wikipedia tallest buildings in Raleigh.
FNB is less than 299 feet since it is obviously shorter than One Progress right next to it.
Where the Wikipedia height comes from is a mystery. It could be that it involves counting underground deck floors, and the 380 we’ve heard for the Omni is from the same math.

You are correct, and if the 344’ height of the Omni is correct - that’s awesome. Will only be 100’ shorter than fka-BB&T/now-Truist tower - that’s not insignificant height, for Raleigh! After the Creamery tower becomes our 4th tallest, this will then become the new 5th tallest (downtown - I’m not really counting the Eastern at N. Hills, here).
All that said; I’d welcome 300-399’ towers becoming the new 250’ boxes we’ve become accustomed to. We have plenty of those, now.
