Yeah it’s actually gonna be Legos. 
I assume they’re just building a 6 over 1 (or 5 over 2) style with a metal/concrete ground floor and wood above. They are building the stairwell/elevator shaft and then will assemble the rest around them. It’s also possible the main floors will be metal studs like they did with the hotel by Bloc 83.
