Literally surrounded by three 20-story buildings and two 40-story zoned sites. Surely even this council won’t deny this, right??
The NIMBYs in the city council literally said in an earlier city council meeting that they will ask for affordable housing as condition to vote yes on rezonings even though it’s illegal since the state has not yet come down on any city for asking.
So unless any developer sues the state to censure the city I wouldn’t be so sure.

Personally, I’d prefer the city have a AH fund and require the developers to either contribute to the fund or include affordable units in the development. Boston does pretty well… I think… with that type of system.
I hope the state put those NIMBYs in there place.
If cities in NC had Home Rule that could be asked. Cities in NC do not have Home Rule.
What’s crazy is the city essentially DOES have an AH fund! Wish they’d only just require developers to contribute to that vs try to force them to include AH units which are only guaranteed to be below market-rate for a handful of years before they can just become more market rate units. But then again, that won’t look as good as demanding “affordable” units (which still hardly ever end up being priced at a point that the most at risk among us can actually afford).

I like that the city does somewhat enforce an AH policy for new developments. However, I feel like the city would benefit more from allowing all developers (hotel, residential, office) to donate to a fund and in turn be allowed to increase the amount of floor space or units if they want for example.

My guess is that they were planning on developing the property and now they want to sell. And just as we have seen and experienced with most developers, property sells for more if the hard work of up-zoning has already occurred. IMO
Nimby or not, Nothing wrong with asking for affordable housing as a concession, or part of the condition of the rezoning, if they get it great if not then let the developer sue and then we will have some precedent on this issue.
I definitely like the contributing better, alot more bang for the buck for affordable housing.
Unless this request is also being asked of every new housing development including single family housing this is a targeted strategy to kill off housing density. AH is not the primary reason they ask, only a solid excuse.

Very true. We don’t hear any cries for affordable housing when some developer proposes some new sprawling subdivision out in the farm fields.
The conditions for building that type of development at this point in Raleigh should be much more strict than the infill we talk about on this forum. It should be discouraged for environmental reasons anyway, but if a developer really wants another big subdivision, they should have to contribute extra due to the outsized financial burden on city services.
SmoHo 3 / Kane contributed $1m to the AH “fund” when the council of no “required” it and I think that worked out fine. I doubt a developer that plans to be in Raleigh for a while wants a lawsuit on their record when going to the city to ask for other things.
