Pure speculation on my part, but I would think that if the crane were too high, it would be hard for the operator to see what’s happening below, and moving things around would take longer. So they install it a level that gives them a decent amount of time work at that height, and then raise it again when they need to.
This makes sense. Also, if it’s very high, things may have a lot of sway. Turn the crane just a touch and the load is swinging all over the place. So there may also be a safety component in that sense too. Probably multiple good reasons to raise it up incrementally.
The tower cranes can only get so high before requiring a tie back into the building. Lateral forces have a huge impact on the cranes that they get raised as the building goes up. If a crane company installed a tower crane to its highest point for the specific project then it becomes a safety matter and the local jurisdiction won’t allow it. Also, costs have no impact regards to the crane getting raised every once in a while. Costs became an issue when the crane sits longer than anticipated, it probably runs $45k-$60k for tower crane and operator combined per month.

We are all here for the same reasons to get updates from our beloved city but if you are that desperate then get a drone and get some footage for all of us. If you are demanding then help the cause! I love drone footage but I am not going to demand people to do it!
