I guess we can hope that Kane’s Clancy+Theys project comes to fruition and he helps push the West St extension tunnel ahead. I’m sure he’d put down some $$ towards it, it could only help connect his West St projects which I’m sure would be something he’d want.

Yeah, I didn’t quite follow why NCDOT was involved, but she made it seem like the city’s ability to move forward hinged on this. I think it may have something to do with funding. I may have botched something there, but the gist is that there is a list that the project has to be on to move forward.

Needless to say, we were all disappointed with that news.

FWIW, I’ve heard her say the exact same thing before. The City’s funding ($10m from the recent bond) definitely wan’t the only money in project. And DOT covers rail too, right? That’s probably the funding source and delay she was referring to.

Yeah there is a rail division but not sure what role they are playing here.

Maybe she was referring to the State Transportation Improvement Program (STIP)?

The N.C. Department of Transportation is required by both federal and state law to put together a multi-year plan that identifies the construction funding for and scheduling of transportation projects throughout the state.

The agenda for the Planning Commission meeting on Aug 13 just came out. This rezone request (Z-6-19) is on the agenda as a “COMMITTEE REPORT”.

This request is inconsistent with the Future Land Use Map.

This request is inconsistent with the 2030 Comprehensive Plan overall.

The Central CAC voted in favor 15(Y) - 0(N). This vote was made on the condition that affordable housing be provided in the project.

This item first appeared on the May 28, 2019 Planning Commission agenda and was referred to June 27, 2019 Committee of the Whole for further discussion.

The PC meeting is scheduled for 9 a.m. on August 13, 2019, at the Avery Upchurch Municipal Complex, City Council Chamber, Room 201.

Why is this project considered inconsistent? It adds considerable density along a transit route within the downtown element. Is it the height of the project?

Because it is too tall and well designed for our City Council.

Any updates on this project? This is one of the projects I’m most interested in. It will completely change that area.

I heard from Gab Smith, the executive director of CAM, that the rezoning is for long-term investment purposes. She says that nothing is going to happen for quite some time.

Of course, “quite some time” is completely subjective, so let the speculation begin.

This rezoning case (Z-6-19) hits City Council on Sept 17.

Z-6-19 Davie, Harrington, Martin, and West is located in the block bounded by Davie Street, Harrington Street, Martin Street, and West Street, being Wake County PINS 1703570766, 1703570622, 1703571786, 1703570886, 1703570692, and 1703571576. Approximately 1.88 acres are requested to be rezoned by 409 West Martin Landlord LLC, Raleigh Warehouse District Holdings LLC, Centerline Properties LLC. Proposed zoning conditions specify amenity areas at Martin Street intersections with West Street and Harrington Street. Proposed zoning conditions prohibit high intensity and auto oriented uses; provide for a pedestrian connection from Martin Street to Davie Street and that buildings in this area, along the railroad right-of-way, meet transparency requirements as if they were along public streets; specify masonry, glass, and metal as the cladding material for the first floor of any new building, and require that 50% of non-glazed first-floor wall area be brick. Proposed zoning conditions require the preservation of the building facade of the brick building at 409 W. Martin Street and address its potential deconstruction and replacement. Proposed conditions require the photo documentation of existing historic structures. Zoning conditions specify building height and stepbacks via Zoning Exhibit A. Exhibit A is included with the attached materials.

Proposed Zoning: DX-20-SH-CU

This request is inconsistent with the Future Land Use Map.
This request is inconsistent with the 2030 Comprehensive Plan overall.

The Planning Commission recommends approval 6(Y) - 1(N). The no vote was cast because the applicant did not offer a zoning condition that would require affordable housing to be included in future development of the site.

Awesome. Glad to see that that CAC vote was unanimous and the PC vote was nearly unanimous in favor. This is such an awesome project. TOD right near Union Station, more floor space for CAM, and a non-ADA-compliant building will get replaced with an ADA-compliant building. I love the pedestrian connection from Martin to Davie, too. The affordable housing requirement would basically make this perfect. It’s upzonin’ time!

Seriously - I definitely enjoy watching the city grow and seeing new towers built all over the place, but like… I wanna be able to LIVE HERE to watch it happen. Without affordable housing in the discussion, Raleigh will just become another big city for the rich to live in. We don’t HAVE to become that, we can be the growing city everyone else looks up to.
