I believe its required even as a Land Quality Act thing for lots over a certain size and possibly a local requirement for all sizes.
I agree with this. They may just be waiting for a month or two and don’t want a giant mess. Or not, who knows, but a parking lot makes more sense from a revenue generating point of view if it’s going to be indefinite.

The grass might be a requirement to prevent runoff. The only thing worse that a big dirt lot is that big dirt lot running off into the street during a big storm. I wouldn’t immediately be worried about it.

Just plant some sunflowers there and it’s Raleigh’s hottest new park. Plenty of parking down the street at the old Goodwill site too!
And a great place for a temp fountain! Who wants to run down to Home Depot to pick one out?
Put some 20’ mesh netting around it and set up a 3 hole disc golf practice range. Or petting zoo.
Or a one way social distancing maze.

Speaking of the old Goodwill store, that stupid gravel parking lot was a full-on dust bowl yesterday with the wind. Not a good look.
I planted them. More surprises planned for this year (unless development of the lot resumes).
FWIW, I was disappointed that people picked many of the sunflowers to carry off. Wish they had left them for everyone to enjoy. Glad you got a good shot.
