Greensboro is free on weekends and free 6 to 9. 1st hour is free anytime sooooo you can get a cup of coffee without having to spend $10
Greensboro tries harder than anyone just need the income/population growth. Good infrastructure there .

First hour free would allow for food delivery, quick pickups and really help small businesses like coffee shops, to go orders ect.
Nearly every downtown restaurant (and some retail stores) has at least a space or two at their front door signed by the City for pickups.
