Why not spend $400B outside a current decent sized city or within a city that needs housing? You can build a 15 minute city outside of this larger city which would at least give incentive for people to move there. If they have a drought resistant water system, then great, but what about other environmental aspects such as air conditioning which is needed in hot areas like Arizona?
I would also be very suspect of a private investor building something like this.
Which is why Welfare Island was renamed Roosevelt Island in 1973 and three years later got its iconic aerial tramway connection with Manhattan.

Wikipedia says the planned community in Flower Mound failed. The town is only big now because the Dallas suburbs grew and the airport opened next door.

just passed by the vega (new condos) in downtown durham and the base of the tower crane is in place. that’ll make 6 in downtown alone. durham is on fire!
Just ate at Crispy Banh-Mi. It’s pretty good! The bread still isn’t there but it’s the closest to Vietnam I had so far in NC.

Sidewalk and separate bike path (and my dog) along a road in the Perimeter Center sub district of Atlanta. Probably my favorite sub district in Atlanta. Great transit access and at the crossroads of two of the biggest interstates. Booming with office development just before the pandemic.
Love the murals and colored lights at night. Tons of construction going on in Charlotte, and it’s really expanding out of its main downtown core. Such an easy train trip from Raleigh. I think it’s fun to see the contrasts and similarities, and there’s a lot to like about Charlotte, but I know Raleigh is the place for me.

- I do love Charlotte, I think it has tons of cool stuff hidden between all the banker bro boringness that tend to overshadow the good. Beautiful architecture, one of my favorite city skylines in America.
That train trip is going to be a lot easier once they finish Gateway. The Tryon station is awful.
Yeah the first time I did the train trip I heard it was being relocated to downtown proper. Sorry Jake, “Uptown.” I didn’t realize it was many years away from happening. The silver lining is NoDa’s taproom is very close to the current station. Didn’t help Friday when they didn’t open until 3pm, but did help to have something to do Sunday afternoon waiting for the train.
