Based on the agenda, looks like the planning commission considers this rezoning request “consistent” with both Future Land Use Map and the Comprehensive Plan. And the only reason they could come up with possibly denying is that the existing zoning is sufficient.

Also, developer says financing is lined up and construction could start in a year and completion in 3 years.

“Raleigh needs to grow. It should grow. But how it grows matters,” said Roy Attride, a local homeowner and the head of the grassroots group Raleigh Neighbors United.

Attride has lived in Raleigh for 25 years and said he supports denser development – including along West Street – but that the plans this potential rezoning would allow go against traditional urban planning principles.

who is the developer of these proposed high rises or is this a plan to upzone the property to make it more valuable for another developer to buy and build on?

This passed Planning Commission unanimously. Besides the applicant, two members of the community showed up to speak in favor. You can see their remarks here at around 1:27:30… Great to see people showing up to support more density in walkable areas!

While I only skimmed this video, it does appear that NIMBYs did speak.

From what I did watch (again, only skimmed), the objective arguments for this rezoning were so compelling that it made it difficult to vote no.
One of the things that I liked the best was the reference to the SH-3 property, and how this rezoning request was actually stepping down in height as development moved north. That was a brilliant narrative move.

A huge win for a parcel on a mixed/industrial zone that’s separated from the historic community by a rail right-of-way and vegetation.
