I wonder how normal it is for a city to have a pro-growth Planning Commission and an anti-growth City Council. I would imagine that most planning commissions are for growth in general, but how often do they end up at odds with their city council?
A couple of months ago when I first heard about the property to the east of the West potentially going to RFP it was suggested Kane is interested in bidding but no surprise there.
How does this process work generally? I would imagine both Planning Commission and Council need to be on board. Can they veto/overrule each other, is one more important than the other or is a strict both have to agree kinda thing
I believe it really comes down to City Council. The CAC and Planning Commission votes are considered. Iām sure somebody can provide more detailed info on the process.

By this massing, I suspect that they are thinking hotel for the top of building given its narrow, linear form. The middle may be office or residential and a good part of that base will be parking on top of first floor retail. This is not an unusual model, as itās repeated around the country over and over and over in fast growing cities without substantial/adequate transit options (meaning nearly all of them). If done correctly, the top of that pedestal base could be one serious amenity deck for hotel guests and residents. I can imagine a pool, tennis court, garden, lounge etc. that would overlook Smokey Hollow.
I think that itās difficult to completely wrap a parking deck with buildings because you have to ventilate a garage and exposure to the outside is the easiest way to do that. If they are intending to wrap the deck on 3 sides, that could be why thereās an air/light shaft depicted in the massing. They may need it for ventilating the deck. Keep in mind that the elevation of Capital at that location is likely as high as the first few levels of that pedestal, meaning that there needs to be some way to ventilate those lower levels. The Capital exposure could also have some sort of screening thatās a public art installation a la the shimmer wall or something that could make a huge impact to the entrance of the city.
I agree ā the middle section appears to have substantially taller ceilings, meaning it could be office space. Though weāre probably reading a bit too much into a rather vague design.

So, exactly how do you make this a āworld classā building/structure? If the planning department says please and JK says, sureā¦how will we know that this objective has been meet?

As well as the rezoning for the site north of the Fairweather. This could be a pivotal meeting.
World class is all relative. It will not, I repeat, WILL NOT be an actual World class building. Raleigh is not NYC, or London, or Tokyo, etc. It can, however, elevate the design standard for the city in the way that Dorton Arena did in the fifties, or more recently BofA did for Charlotte.
Submitting could be the beginning of a long process. Just because you apply for a permit doesnāt mean you get it, although Kaneās team is familiar with this and surely dotted all Iās and crossed all Tās before submitting. There will undoubtedly be comments, redlines, revisions, etc. before permits are issued.
