Raleigh unfortunately has come of age during a time when there’s far less appetite to fund transit in the public interest. Charlotte secured its federal funding 20+ years ago and opened its first line the year before the Great Recession. Heck, Charlotte even got its loop completely funded while 540 will end up with a majority of its miles being tolled. I also seem to remember that the Triangle has been rejected for Federal funding for rail more than once since Charlotte received theirs.
The Great Recession was also huge drag on many ambitious downtown projects as most of them were greatly scaled back or completely abandoned. It seemed that Raleigh’s downtown ambitions were lethargic for nearly a decade after the crash of 08, while the energy went to North Hills. Then just as the DT energy was ramping up, the pandemic hit and supply chain inflation went through the roof in its aftermath. Raleigh has seemed to have been just too late, just too many times.

Let’s not forget. We also have a privileged class that have countered any major developments in Raleigh. Almost like economic terrorists.

Elizabeth Dole (a Republican) infamously killed GoTriangle’s early 2000s regional rail project.

The cost of building transit has also gone up faster than inflation.

The cancelled 2005-era plan was something like $860m for 20 minute frequency and all day service on fully dedicated tracks.

The most recent commuter rail plan was north of $2 billion, had hourly or worse service at mid day, and shared tracks with freight and Amtrak.

Absolutely. It was thought that as NC’s US Senator and a former Sec of Transportation under Reagan, and a sometime NC resident, she would deliver to Charlotte and the Triangle. Nope. Charlotte.
