This is simply Freemasonry. Actually, this is our entire world. Just like the hanging of the Christmas tree, after the top floor of a has been completed during construction of a high-rise. Just sacred tradition based on the cosmos.
I missed a train in Paris over that system, even knowing about their quirk. When looking for a platform on the “1st floor”, it never dawned on me to look for stairs leading up when all I saw was open air above me. But the Eurostar had put a desk along the side wall upstairs, so all my running around the gare du nord was for not. Least they have trains every hour, so I didn’t have to wait long.

I believe that theory, it’s true 13 is unlucky. They should designated it as a blank floor.

the 13th floor at Carillion hospital in roanoke va is the maternity wing.

Some buildings have a 13th and some don’t. It’s not universal that the 13th is omitted.

That is correct. These rituals or traditions are not practiced by all.
