I sure hope that the letters don’t get covers! I want them exposed.
They’re fine, the guy up top is tied off to… himself.
Now they just gotta bump up the foliage (I would love it if the Hollow became filled with plants and felt like an urban botanical garden) and get some (GOOD) public art/sculptures and this will truly look and feel like a legit destination!!!

Rules do not say what have to be tied to, other than something to keep you from falling far. Being he has harness shucked to his belt guess that makes it ok, in his mind anyway.
still waiting on that parking deck mural from phase 1… 
But if you have Shox on, I don’t think it matters if you’re tied off a tall. Just make sure you land shoes first.
